On 8 July 2009, the Director-General of UNESCO, Mr Koïchiro Matsuura, signed at the Organization’s Headquarters a Framework Agreement on education in crisis affected areas with Dr Abudullah Al Kubaissi, Executive Director of the Office of Her Highness Sheikha Mozah Bint Nasser Al-Missned, First Lady of Qatar and UNESCO Special Envoy for Basic and Higher Education.
